Roy Kemp is a highly accomplished Associate Director with more than nineteen years of international experience across the UAE, United Kingdom, Hong Kong and Australia. As a British Lead Cost Manager with deep expertise in commercial management, quantity surveying, construction law, and claims advisory, Roy has built a reputation for delivering clarity, commercial discipline, and strategic leadership across complex, multi stakeholder programmes.
He has successfully supported major aviation, metro, rail, infrastructure, leisure & entertainment, residential, and high end fit out projects. His project portfolio includes pivotal roles on:

Roy’s expertise spans both pre and post contract commercial services. He is proficient in cost planning, risk and value management, budget estimating, programme management, contract administration, variation assessment, claims preparation and quantum analysis. His commercial leadership is reinforced by hands on experience with major contract forms including FIDIC, NEC, JCT, PPP, and bespoke contract structures.
With an MSc in Construction Law and a BSc in Quantity Surveying, Roy brings a strong technical and legal foundation to every project. He is professionally accredited as FCIArb, MCIOB, MAIQS and SOE — affirming his standing within the international cost, construction, and arbitration community.
