Gary Hibbert is a senior commercial and quantity surveying leader with over 26 years of international experience, including more than 17 years in the Middle East delivering some of the region’s most complex, highvalue aviation, infrastructure, and commercial development projects.

He has held key leadership roles across major contractors and consulting organisations, serving as Commercial Manager, Senior Commercial Manager, Associate, and Team Leader. Gary is recognised for his deep technical expertise, disciplined commercial governance, and ability to protect client interests while driving performance across fasttrack, highpressure programmes.

A specialist in aviation development, Gary served as the Commercial Lead on the AED 2.5 billion Midfield Terminal Building at Abu Dhabi International Airport—one of the region’s most ambitious and operationally sensitive airport programmes. His role included overseeing commercial controls, procurement, contract management, cost assurance, reporting, stakeholder coordination, and commercial closeout under demanding time and operational constraints.
He has also supported programmes within live airport environments, ensuring uninterrupted operations while managing multiple stakeholders, consultants, authorities, and interface partners.

Gary’s broader portfolio spans airports, megaprojects, themed entertainment destinations, major mixeduse developments, healthcare facilities, hospitality assets, Expo 2020 infrastructure, highrise residential towers, and retail complexes. His experience extends across the UAE, Saudi Arabia, and other international markets.

Across his career, Gary has built and led highperforming commercial teams, managed strategic procurement and negotiations, overseen complex claims, and implemented rigorous commercial systems that strengthen governance, reporting, and risk management. He is regarded for his clarity of communication, leadership under pressure, and ability to deliver commercial certainty on technically challenging programmes.
